Wait, if he is the city attorney, he must have went to law school. Don't they teach financial instruments in law school. We can further assume Mr. Aguirre does not own real estate. Grandstanding has its uses, but not if the grandstander has no clue how things work. Mr. Aguirre is that worst kind of people, a fool with power.
